When to buy the phone instead of filtering it
If the answer is “no browser at all”, stop trying to lock down a smartphone. A phone that never had a browser cannot be talked back into having one — not by a settings change, not by a factory reset, not by a friend at school.

What makes a phone “kosher”
The filtering is built into the operating system rather than sitting on top of it as an app. The browser is not blocked, it is gone. The app store is not restricted, it is absent. There is no setting to find because there is nothing there to switch on.
That is a genuinely different kind of durable from a filter, and it is the honest reason these phones cost more than the hardware is worth.
Decide the tier before you shop
The upsell in this market is real, and the gap between the cheapest and the most expensive option is roughly three hundred dollars for features many people never use. Work out what is actually needed first.

Two things to think about honestly
A filtered phone is not a filtered house. It does nothing about the laptop, the tablet or the smart TV. The router setting is free and covers all of them — do that too.
A phone that cannot do what he genuinely needs gets replaced. If someone truly needs navigation for work or a banking app, a phone that cannot do it tends to end up alongside a second, unfiltered phone — which is worse than where you started. Buy the tier that fits the real life.
